Along with RPRF, they are asking me to submit Police Clearance Certificates (PCC) again for "X" country. Even though the one for "X" country I submitted with my application is only 6 months old from now.
On top of that I worked in UAE for about 4.5 months and they are asking me to send PCC from UAE as well, as I know CIC require ur PCC only from those countries where you spend 6 months or more after age of 18. In my case its only 4.5 months.
What you guys think, what should I do, should I send them PCC's from UAE and "X" country or just send them an explanation letter via email ?
Any body know how to get PCC easily and quickly from UAE Police ?

Thanks. I don’t quite understand that either. I mailed them a letter today. I'll follow up with email next week. I can only suggest that you don't bother with "logic" now ...... because nothing seems logical with CIC ways. Rally round and get every document they have specifically requested ASAP. Am sure any delays on your part will only stroke their delay further. And am sure they gave you a deadline to get these additional documents to them.
