So I've finally received the second Russian Police Certificate (they requested a second one because they didn't like the fact that the first one had no letterhead) and it looks almost exactly the same as the first one that they rejected. No letterhead, same wording. (Except this one is in Russian and the first one was in English.) Well, that was to be expected - the Russian consulates I talked to (in Japan and in Canada) told us they issue documents according to their official format and do not deviate from that format.
Anyway having a certified English translation done and hoping Manila VO will not tell us to get a third one. Which would be insane. I sent Manila a scanned copy of the second Police Certificate (obviously, we're sending the original, but that will take a couple of weeks yet, we're waiting for the translation) but no word yet about whether they'll take this second Police Certificate or not.
