well, he can come here to vancouver while his application for PR is being processed. That's totally fine. Obviously, the cost of the flight and paying $75 for the visitor permit are expenses you pay but he'll have to come over here either way so. It just means he wont be able to work. But so long as he is from a visa exempt country he can come over. Or if he isnt he can apply for a visitors record. For things like this post in the threads for manila to find out the exact details. But its always a possibility. I mean Im here now, and when my visa expires im going to stay here because i dont want to be away from my fiance. :)

It's actually not that simple - sorry to bring bad news!

if you're from a visa-exempt, you can fly into the country, and come to Canada, as you don't need a visa. You can wait out the PR process here.

if you're from a non-visa-exempt, you will have to apply to get a TRV. Now - since your husband is married to a Canadian, CIC will most likely deny his visa because the purpose of a TRV is to come and visit - and your husband has strong ties to canada, and probably won't live. So - you can always try to apply, BUT most likely it will be denied, unless your husband can show really strong ties to the Philippines (or wherever he is applying from). Strong ties mean: going back to his job ( getting a letter from his employer), owning a house, having a business, family etc... and even with that, very very few visas are granted.
So - most likely, you'll have to wait the PR away from your husband.
If you're Canadian ( and not a PR) you can choose to wait the PR process outside of Canada with your husband. If you're a PR, you have to be in Canada for the process ( but short absences for visit or business are allowed).

If a person comes here on a tourist visa and the PR gets denied, CIC is afraid that the person will stay illegally in the country, as that's where the family is.... so one way to avoid that is to just not give visitor's visa to anybody applying for PR.

awwww. that's what I thought too. I was browsing online and yes, someone who wants a visitor visa should have strong ties with the current country.

oh well, i guess I really need to be patient until he gets his PR.

Btw, according to the canada post tracking, my mail is in Mississauga already and was out for delivery. It was supposed to come today but it doesn't have the delivered status yet.

Yup, I'll just probably wait til tomorrow noon, if it doesn't get delivered yet then I'll call them. Hmm, they say late deliveries will get refunded, but anyway, i'm more concerned to my parcel getting delivered safely. lol
