The certificate must have been issued no more than three months prior to submitting your application. If the original certificate is not in English or French, then you will need to submit both the certificate and the original copy of the translation prepared by an accredited translator.

The checklist indicates that certificates are "generally" considered to be valid for one year from the date of issue. This would apply to CIC's processing i.e. they won't request a new one for up to one year while your permanent residency application is in process from the original date the certificate was issued. The guide is clear to applicants that they don't submit a certificate that is older than three months prior to submitting their application.
Both rules apply: don't submit a PCC older than three months. If it has been more than a year since your PCC was issued, and your permanent residency is still in process, they may request a new one.
