Btw, here's what I received as a reply to my email to FBI:
On September 7, 2014, the FBI CJIS Division deployed a new identity history system to provide enhanced services to the user community. As a result of this change in system infrastructure we are experiencing delays in responding to inquiries. Your request was received on 10-1-2014. The current estimated processing time for an FBI Background Check is 12-14 weeks from the date it was received. Additional time should be allowed for mail delivery. Unfortunately, no requests can be expedited at this time due to the amount of work.

I wasn't let known my application number or if it was processed. Can someone guesstimate the date by which I may expect to receive my PCC ?

PPC request always comes from the VO. PER comes from the CIO. So your PCC request always comes after the PER and never with it.

There are a few people on this forum who got the PCC request before the MR, though most people get it along with the MR. But remember this is always from the VO, and happens only after your file gets transferred from the CIO.

I just wanted to point out that in my case I had lived in a certain country for a few years after I was 18, but did not enter it again since March 2003. My local VO i.e. CPC-O did not ask me for PCC from it. If you did not enter the US after Oct 2002, there is a chance the VO may not request it. Anyway still try for the FBI PCC, but keep in mind that it may not eventually be needed.

Thank you very much for your reply on my concern. I did not go back to the USA after October 2002. But I am trying to get it from FBI. I was charged yesterday and hopefully the request does not get rejected because of illegible fingerprints.
 
Received our FBI reports

Hi all,

Our friend in US just received our FBI reports last night (10th jan, 2015)

Our applications reached fbi on 26th sep, 2014
Our cc was charged on 25th October
We had our fingerprints done by a third party agency.
We also requested a change of address from indian address to US address on 23rd dec and the same was acknowledged within 24hrs
And finally our reports were received exactly after 15weeks 1day.

You know, it took me less than 2 dollars, 24-36 hours, and a copy of my ID (no forms needed to be filled out) in order to get my Egyptian PCC
And they call it 3rd world...
Apparently the US likes to play the hard to get role...

My app was received on Sep 25 and Cc charged OCt22. But still waiting. I called them last week they said search is completed and the are about to mail. But I am just wonderibg that USPS does not loose it as someone who applied after me has already received theirs.

YES, ME!!
They never return the card tho, whether accepted or not.
 
Yes, happened to me in the first attempt.

They inform by letter that your fingerprints are rejected due to poor quality.

No refunds though.
