There is no acknowledgement of receipt from FBI. You can check if your fingerprints are ready after 10 business days from your DD being cashed.

You wont get any acknowledgement, your logistic vendor's acknowledgement is the only proof you should retain. Wait for 10 weeks and then start contacting FBI on +1-304-625-5590 or at "liaison @ leo . gov" to check whether they have started processing yours or not. 10 weeks is the minimum wait period with no activity for everyone worldwide.

Should you get to know that your packet didnt reach FBI or if FBI has lost it then you can use your Fedex acknowledgement as proof of delivery.

Here's another timeline for reference:

I got the prints done Sat, Jan 10, 2015 and mailed them two days later (without tracking, so not sure exactly when they arrived).
My credit card was charged Wed, April 8, 2015.
And I received the report in Canada Mon, Apr 27, 2015

I received my FBI PCC yesterday by the Grace of God Almighty. Here is my timeline,

10/12/2014: Fingerprints Received by FBI
20/3/2015: PCC dispatched by FBI
8/4/2014: PCC received by me

I have good news for all those who want to get the FBI PCC done, it is not as difficult as it seems. I will explain based on a question/answer format.

Common questions:

a. Can you print your FD-258 form yourself?

Yes, I printed on a normal A4 sized card paper.

b. Can you take your fingerprints yourself?

Yes, I took my fingerprints myself and they were accepted by the FBI. I took my fingerprints based on an LEE inkless pad which I purchased from Amazon and got delivered to Saudi Arabia. The inkless pad is the best option because fingerprints are very clear and crisp with it.

c. What is the procedure for taking the fingerprints?

Follow the procedure on the FBI page very carefully and watching the video below take the fingerprints on the card(I took my own fingerprints i.e. only one person was involved not two like in the video below).

d. How many fingerprint cards should I fill?

Fill at least 20 cards(try to become an expert in the process). Choose the best four and send them to the FBI.

e. What return address should I fill?

I created an account with www.shopandship.com. They provided me a shipping address in the US. I collected it from Aramex office.

NOTE* I went to the local police station for the fingerprints as well. Although, their ink was much better the police was not very good in taking the fingerprints and I was not satisfied so I took the fingerprints myself at home. The Inkless pad ink is better than even the police station's. All the best guys!

Maybe the above mentioned process is of any help. I posted this earlier on this forum as well.

Thanks for the info nskatcv. There isnt a livescan location in the state where I live, but I will find out about any close by. I remember inquiring with them and over the phone they told me that it is not available for non citizens, so left it thereafter.Are you facing issues with the quality of your prints as well?

It is true that the channelers won't do the livescan for non-citizens, but I went to the state police department headquarters. They only did the livescan if FBI has rejected your inkprints earlier. I was already rejected twice, not due to any issue with my fingers (I am sure), but due to illegible prints (poor printing as such).
