Yes send a letter explaining about the FBI. I don't see what else you can do. If it is beyond your control they may be accomodating. I'm pretty sure I've seen other people in this forum who did similar. It would probably be useful to send any evidence that you applied for the FBI clearance and that the request was delivered to the FBI if you have any of that.
 
If you have the emails to show their response from the FBI on the situation then I would mail that in along with the other documents. Then write a letter stating the day you mailed it, the day it was received, and when you should be expecting it back. And that when it gets there, you will send it to them.

I can't see them not be understanding especially when it is something you have no control over.
You are doing everything that you can.
 
Hi all,

We finally got our FBI clearance back! ;D

They received our request on January 13th, 2010 and the results are dated April 1st, 2010. It doesn't seem to have mattered that we labeled the envelope with "urgent..." and that it was for Immigration purposes. Took almost 12 weeks.

Lucky u congratz i am still waiting had to resend my finger prints keeping my fingers crossed this time.
