If your parents are dead, the only way he could sponsor you is if he has no spouse, common-law partner, children or any family members that are Canadian citizens/PRs.

Your brother would need to meet the minimum income requirements for the 3 years prior to applying. Once he does that, he would need to enter the lottery that happens once a year. There is the potential that it could be several years (or potentially never) before he could sponsor your parents and you may no longer be eligible. How long has your brother been in Canada?
