my female partner is a canadian citizen, and we have been dating for the past two years and have a baby also which is a canadian citizen. she want to sponsor me for permanent residency. but i have questions to ask concerning our issues at hand now.

she is on welfare, ONTARIO WORKS to be precised, and as far as i have known, she will not be able to sponsor me since she is on welfare. but we don't know whether if she stop living on welfare, it will make her eligible to sponsor me. and also, she is not working and has never been employed before, how possible is this for it to sponsor me ?

our biggest fear is that we hope that she will not be BARRED from being a sponsor for the fact that she has received welfare previously before the sponsorship. thanks

So long as she is on Ontario Works, which is welfare, she is not eligible to sponsor you. No ifs, ands or buts about that one. She MUST get off social assistance, get some form of work and then she will be able to sponsor you.

Receiving welfare before applying to sponsor is not an issue. The issue is receiving welfare and trying to sponsor at the same time. As long as she gets off welfare before she submits the application and STAYS OFF IT until a decision is made on your application, they will deem her eligible to sponsor you. It is not advisable for her to try to sponsor you until she is no longer in receipt of social assistance. Again, she has to stay off it in order to remain an eligible sponsor, and she must meet the requirements until a decision is made to approve your visa.

thank you very much for your reply, i appreciate it. I was searching online and I saw on this website that a sponsor must have to pay any social assistance that she has received in the past before she can be considered a sponsor, i don't know how through is these. here is the link

http:/ /www .canam .ca /immigration/ canam- sponsorships .htm

That only applies if she has sponsored anyone else before and THEY went on social assistance. If you are the first person she is sponsoring, then she will not need to repay what she has received in order to be able to sponsor, but she cannot be in receipt of it herself. If she has previously sponsored relations, previous spouses or children and they have received social assistance or she has received social assistance in respect of the children, then yes, she must pay it back or make arrangements to pay it back before she tries to sponsor you.

ok thanks

I am just being confused since cic did not elaborate more of these on their website concerning welfare, i just hope i see a credible website that explain more of these. because the link that i posted earlier http: // www .canam .ca /immigration/ canam- sponsorships .htm (remove the space between) ends with ''DOT CA'' (.ca) just like www . cic . gc. ca

I always assume any website that ends with such prefix to be authentic, but I still believe you anyways. thanks very much.

The first website you provided (canam) is not a government web site. Non-government web sites can contain wrong information and should not be relied on. Use the official CIC web site.

And Charlie is correct - your wife does not have to repay any welfare she has accepted to date.

thanks very much for your reply, now i am fully convinced about it, but i still wanna ask this.

If we apply for our PR inland and the PR visa is granted, are we still going to travel out of canada and return back through the border as landed immigrant ?

Regards

No. An inland applicant is given an appointment with a local CIC office to complete the landing process. You will not need to travel to the border.

My opinion that your sponsor stay off welfare for a full yr before you apply because the welfare will show on her tax records, which she will have to provide. I am not an expert, but a friend of mine who used to work for immigration advised me that a "social assistance free tax record", is likely to be less problems. Good luck.

Under R133, a sponsorship application shall only be approved if there is evidence that the sponsor

• is not in receipt of social assistance for a reason other than disability.

Yes, but don't forget about A39.

I agree and here it is..........

A39. A foreign national is inadmissible for financial reasons if they are or will be unable or unwilling to support themself or any other person who is dependent on them, and have not satisfied an officer that adequate arrangements for care and support, other than those that involve social assistance, have been made.
