Hello there...I am new to the forum and am looking for anyone sponsoring parents from South Africa.
I read that CIC put a stop on applications for 2 years (family applications) and that there should be news as to a new process late 2013?

Does anyone know this new process?
Are they accepting applications now?

Please help!

No - they are not accepting applications now. They will begin accepting applications January 2, 2014.

Leolaz, did you end up applying for your parents? I filled in the forms to sponsor my parents from South Africa under the new system. Hopefully its one of the first 5000 correct applications!

I just heard today that since I have not sent it in yet, most likely too late for this year :( :( :(

We have only just applied, our was received on the 3rd January

Since all the PR/citizens who have been waiting for last 2 years to apply for PGP are now applying in 2014; will it leave any space in the 5000 cap for the new applicants (those who will apply based on 2011, 2012 & 2013 NOA)?

I'm from the later group and need to wait for my 2013 NOA (March-April of 2014). I'm afraid that the 5000 applicants cap will fill out fast with those who became eligible in 2012 & 2013.

Am I correct?

Most of us here believe the cap will be filled well before 2013 NOAs are available. But who knows...

Even if the cap isn't reached by the time 2013 NOAs are available, CIC has not released any LICO for 2013 for CIC agent to compare it to. It is pointless to send in application with 2013 NOA, unless CIC releases 2013 LICOs for this year applications.

So, CIC deliberately blocks 2013 applicants. How does it help with backlogs then? :eek:

They are not deliberately blocked, 2013 NOAs do not exist yet. You need 3 years so if you do not have 2010, 2011 and 2012 then according to the current rules you will not qualify. They may change this in April once 2013 NOA's are available.

No CIC doesn't deliberately block 2013 on purpose. The 2013 LICO are not released and taxes for 2013 are not even started yet. So no 2013 NOA to be done until may 2014. It is awfully unfair for you to apply using 2013 taxes when not everyone has gotten their done yet. Trying to get ahead of the line or cheat the system?

This approach makes everyone equal chance to apply since everyone will have 2010, 2011, 2012 taxes done.

When you get to use 2013 NOA, you have equal chance to get your application in towards cap as everyone else when you apply in Jan 2015

As for the backlog, there will be no backlog as 5000 is the limit. All applications will be returned once cap is reached. Your application will not get queued for next year's 2015 5000 cap.

First of all, I'm not trying to cheat the system; there is no way. All I did not understand that why LICO for 2013 cannot be released. If it depends on when people file their tax return; then I won't argue.

And if 5000 for next year isn't enough; it will go to the following year. I hope it's not called backlogs.

The once the applications reached the 5000 cap, all the rest of the applications will be returned, both opened and unopened. They will not hold them in queue for 2015 applications. You will have to reapply again, only this time, using the 2011, 2012, 2013 taxation years for qualification. This is not a backlog. A backlog is when they hold on to applications and forward them toward next year. That would be considered a backlog, like it was happening under the old PGP rules. Applications get added and added to the point that the queue gets ridiculously long and severely backlogged.

Don't forget there is a visa called SuperVisa that will help bring their parents/grandparents to Canada as a temporary (more likely to be permanent) measure while the severe backlog of PGP under the old rules get cleared up. The 5000 cap will allow CIC to continue processing the PGP under the old rules, eventually clearing the backlog without getting a huge flood of applications that caused the backlog in the first place.

If the PGP reopened with no caps, there would be a huge flood of applications coming in to CIC that it will create a backlog once again. The backlog problem would not be solved. CIC only has so many resources / manpower to handle the process. If the applications keep coming in faster than CIC can handle, the backlog get formed and we end up going back to the original problem and parents/grandparents ended up waiting for years and years. By the time their sponsorship come around to them, the parents/grandparents are probably too ill to travel or deceased.
