First of all, I'm not trying to cheat the system; there is no way. All I did not understand that why LICO for 2013 cannot be released. If it depends on when people file their tax return; then I won't argue.

When people have no other income but 1 income slip can pretty much apply Jan 1st 2014 for taxes online can get their 2013 NOA quicker. If 2013 LICO were released, these people will have the unfair advantageous over those who have to wait for income slips , RRSP slips, Investment slips from companies for complete their taxes. They cannot file taxes with these slips. If they filed incorrectly or have undeclared income, they can get penalized. Plus there are those who file their taxes the old fashioned way, by paper mail only. No electronic efiling. Again this gives unfair advantage to those to filed their taxes online.

When using 2010, 2011, 2012 taxation years, everyone who filed their taxes in full and complete by paper or online will have equal chance in applying for the 5000 cap.

Again it is all about equal opportunity to everyone. No favourism against anyone.
