I am a New SCLPC applicant and trying to complete a permanent residence application and an open work permit applications together. Below is the section I took from CIC “who can be issued an open work permit”.
Can anyone tell me what the last two bullets mean? Is this the information I should put in my application form? Which form should have this information? Form IMM 5710 does not have space to fill this information. Or these two bullets are just For Information only?

“Qualifying foreign nationals who have submitted an application for permanent residence under the spouse or common-law partner in Canada (SCLPC) class.
• Officers will issue open work permits to SCLPC applicants if they meet the following requirements:
• Case processing centres will ensure that the requirements are met and conduct a systems check to identify any adverse information on either the sponsor or the applicant that would render the applicant ineligible to receive an open work permit. If there is information that an applicant is inadmissible, their application for an open work permit will be refused.
• Validity: These work permits will be valid for two years or until the date the SCLPC applicant’s passport expires, whichever is earliest.
• Additional Global Case Management System (GCMS) coding: use Special Program Code “SPO” (sponsored spouse or partner) and standard note “Pending FC APR” (to be entered in Remarks so it appears on the physical document).
• In combination with LMIA exemption code A70 and NOC code 9999, this additional coding will allow CIC to capture and report on data specific to the issuance of open work permits to SCLPC applicants.”

The extract you have posted is from the manual which is meant for Immigration Officers who are processing applications. You do not write these terms on your forms. These will be written/printed, if applicable, on your Work Permit when you get it.

Are you truly extending an existing OWP? If so, is it an IEC/CEC work permit?

CIC introduced a pilot program on Dec 22, 2014 to issue an OWP for an Inland applicant, based on the submission of their Inland application. As long as the person has legal status, they will receive the OWP within 4 months (according to CIC).

The section of the manual that you have provided, is for the `regular' OWP that is normally issued to an Inland applicant AFTER s/he has reached the first stage approval, known as AIP (Approval in Principle). Currently, it is taking applicants ~ 18 months to reach AIP, which is why the pilot OWP is so appealing [now] for Inlanders.

Thanks for the valuable answers. And sorry for not giving full detail about me.
I currently have a post graduate work permit and working fulltime in Alberta Canada, but it will expire in June this year. My husband is a permanent resident and he is sponsoring me to become PR under Family Class. Because of the Polit program, I want to extend/renew my work permit with my PR application.
So based on the answers posted above, what kind of documents do I need to extend my work permit besides my Family Class application pacakge? Only IMM5710 form and application fee?

If you wish to apply under the Pilot program, you need to submit an application for OWP along with the application for sponsorship and Permanent residence. Keep in mind that Pilot Program is for INLAND applications only. You may get an OWP under this program within 4 months as per CIC. INLAND PR application can take 2+ years. You won't be able to leave Canada until the process is finalized (incase you are not allowed to return to Canada, your application will be refused).

IMM5710 form is for extensions or change conditions of existing work permit. You do not need to submit that unless you also want to extend/renew your post graduate work permit and if you want to do that, it will be a separate application.

If it is not IMM5710, What kind of OWP application form should I use for Inland PR applicationt then? thanks.

Just to add, if you do not receive the OWP before your PGWP expires, you may have a difficult decision to make.

Because the PGWP cannot be extended, many here believe that you must stop working until the OWP arrives. The `implied status' that the OWP (when submitted with an Inland application) may NOT give you authorization to work, but will give you authorization to remain in Canada.

IMM5710 is the correct form, as it can also be used to apply for a new OWP. The fee is $155, unless CIC has changed that recently.

Thanks. I am going to send my application (Spouse class PR+ OWP) in a week. Since my current PGWP is still valid until Jun 13,2015, I hope by that time I have already recevied my OWP.

I saw it online that the OWP should be sent to
CPC – Vegreville
WP - Unit 777
6212-55 Avenue
Vegreville, AB
T9C 1X6

but the application for family/spouse class should be mailed to other address.

I am getting ready to sent my application for PR under family/spouse class and I need to apply for OPW by filing out IMM5710, I am not sure what LMO no. should I enter in the IMM5710 form, how did u deal with that? And which address did you sent the two applications. Please help me~~thank you very much~~
