My application was cancelled as incomplete on April 24 but I haven't received my application fee refund.
Could you guys help me where to contact or where to write.

Looks like CIC is cancelling a lot of applications. Mine was cancelled today. You will get a refund within 3-4 weeks and then it depends on your bank how much time they take to process the refund.You don't need to write to anyone - you shall get the refund.

Sorry to hear about that. What did CIC mentioned the reason for cancellation? We have seen some of our friends here got their application cancelled and they tried sending the document that CIC said missing thru case specific enquiry and got their Applications Reopened. Why don't you guys post the reasons for cancellations and people here can help you out.

Reason was passport copy was missing.
How can I open case to reopen my application.

Hi, DRAGON17 SKY I saw ur time line same wat happened to me I got It feb 7 , I submitted February 27 all my documents , I got refusal April 24 th saying that missing of proof of education but I submit my credential in my file ... , I send request notofication letter on 27th .. Still now no updates .. How many days did u get the reply back from cic.. After u send request for notification ... Let me know that will be helpful

Previously my application was cancelled on the premise that I did not upload birth certificate and medical for non-accompanying children.
I could have uploaded them if they asked for it but throughout my application I was never asked to upload them.

So I submitted a case specific enquiry explaining the situation and also provided the missing documents after 2 days of cancellation.

Today I got a new message in my cancelled application that it has been reopened.

My medical is in Progress and Background check is also in progress.

I couldn't believe it, after all CIC does listen.

Now I'm freaking out. Since I read your message I realized my passport wasn't on the list of supporting documents for my application.
And I already finished it.

It makes perfect sense we need to upload our passports, but I can't see why it wasn't requested for me.
Is that what happened to you as well?

I am not sure what do you mean by PAssport was not requested??? Did it not appear in your required document checklist.

I can say that my list had a place for me to upload mine and wifes passport scans...

it seems strange if yours didnt .. not sure why that would happen, except issue with the website...

That's exactly what happened: it wasn't on my required documents checklist.
I'm thinking the same as you, it was probably an issue with the website.

And I even had is scanned, to be honest I just realized that I didn't upload it because someone else had an issue with it.
Never crossed my mind they wouldn't ask for something that important.

today i apply for ee and my status is Processing Submission... but EVEN WITH ME SYSTEM was not asking DOCUMENT/PASSPORT COPY, i did noticed that and i send that in explanation letter, but now reading cancellation posts for passport copy i am freaking out...hope some officer read explanation letter before cancelling file.

i have seen some friends in Group after been cancelled were able to reopen their file after wrting to cic for case specific enquiry, pls can u advise some e-mail adress or some other source where to write before they cancel application.

Try sending it through case specific enquiry sydney and if the officer is ok then it is fine. Thats all we can do at this time with an explanation letter: https://secure.cic.gc.ca/enquiries-renseignements/case-cas-eng.aspx?mission=sydney

Review of submitted documents still remains - "We need an additional document from the applicant" and it requests for "Kit (application Forms)" in upload document page.
I called CIC help line on 22 of April and they told me to ignore. To be on safer side, I raised "Case Specific Enquiry" on April 23rd. Waiting for the reply on this.
