I think the issue is that CIC never promises to have all applications processed in less than 6 months. CIC aims to do it, but doesn't mean they HAVE TO do it. I know it is weird. I was eligible for both and CIC invited me under FSW because I have included more than enough previous work experience. How do CIC categorize FSW vs CEC just based on EE ITA or real Canadian experience.
Just because FSW applicants provided additional supporting documents, doesn't mean to forego their CEC benefits if any.
