Fact 2- out of 31000 ITA's issued last year 60% are applicants above 600 points which makes to roughly 18600 ITA.
Someone can put some other variables they think which may put my assumption wrong= 455-465 may be./
The CIC website statistics are showing only the basic scores (out of 600). They are not showing you how many of THESE people with the basic scores also have provincial nominations or qualifying job offers from Canada. Everyone who applies under Express Entry and has a provincial nomination or qualifying job offer will also be having a basic score. The CIC website is showing all candidates' basic scores ONLY, not whether these candidates with basic scores have extra 600 points for provincial nomination or job offer. In other words the CIC website statistics you are referring to are only showing points out of a total of 600 marks rather than 1200 marks combined. Hope that helps to clarify your confusion.
