you may be right. but do they have people like me in mind? My funds are ready but it is hard to plan with this high level of uncertainty. Sometimes, I wish I could collect my ECA and IELTS monies back and forget about Canada but perhaps it is too late now. I wouldn't advice anyone who is not already working or studying in Canada to start the immigration process at all.
