Expired visitor visa stamped on passport!

Hi, my friend applied for a visitor visa from USA (Indian passport) in the first week of June and gave a tentative travel itinerary of July 30th. The visa was approved on July 27th and my friend sent the passport to visa office on August 2nd. The expiry date on the visa states July 30th even though the visa was stamped on August 3rd.

What do I do in this scenario? Cannot reach IRCC over phone and the estimated processing time of webform is 35 days.

Did you submit webform to specific Visa office where your application got processed?
If not try this link and submit webform to particular Visa office.

I had a dispute in my visa stamp and submitted webform to Bangalore visa office (where my application got processed) and received response in a day.
