How similar? Do you also fail on meeting the RO? Otherwise, if you do meet the RO, it might be better to attempt to renew the PR card first...

Anyways, it seems that for OHIP (Ontario specific) you are fine as long as the PR card has been expired for less than five years.

If that somehow didn't work out, then I'd recommend just getting an Ontario Photo ID as per https://settlement.org/ontario/daily-life/transportation/driver-s-licence/what-kind-of-id-can-i-get-if-i-don-t-have-a-driver-s-licence/#:~:text=To Apply for a Photo,date of birth and signature. - if i'm understanding https://www.ontario.ca/page/acceptable-identity-documents correctly then for the photo id card you only need your passport. Thanks of this info! My PR card expired Nov 2021. So I am not meeting RO. I did live in Ontario for 2 years- 2018 to 2020 (although irrelevant to RO now) and I had a G2 License and Health card which all expired in 2023. So, need to restart everything once I cross the land border soon.

You need to prove residency even with the expired PR card for example your most recent Canadian tax return showing that you were working in Canada for example. You can have an expired PR card and haven’t renewed because you have no plans on leaving Canada. You would have proof that you have been residing in Canada.

The OP could use bank statements, showing `activity' (i.e. ATM or merchant transactions) local to their area, since that evidence is listed as an option for PR Card renewal.

Thanks of this info! My PR card expired Nov 2021. So I am not meeting RO. I did live in Ontario for 2 years- 2018 to 2020 (although irrelevant to RO now) and I had a G2 License and Health card which all expired in 2023. So, need to restart everything once I cross the land border soon.

Be prepared for questions from the CBSA officer! Hopefully you will not be subject to a 44(1) report!

I think the concern here may be that OP may lack such proofs, seeing as OP didn't actually live in Ontario (or Canada) during the required time period.

Of course, if OP makes it across the border without issue and then waits long enough, eventually such proof will be forthcoming. But the point is that if OP doesn't have such proof now, then OP will need to come back to Ontario and live here for a certain period of time first before applying.

No, since only two pieces of evidence of residency is required, it is NOT long term activity that IRCC seeks; only evidence of residing in Canada during the previous 5 years.
