I will mention something along the lines as "she has worked here under the capacity of Title 1 from 2011-2013 (Salary xxx), and then upon completion of her overseas Masters in 2014, she has joined the unit once again as a professional consultant, with the official title of Title 2 (Salary yyy). Job responsibilities for both jobs are similar, as below" and then list out the duties...
Salary for YYY is less than XXX - though title is better, and job description is exactly the same (its weird!!) should that make a difference? Ofcourse will add the other info such as hours of work, fulltime, company info, etc.)

a reference or experience letter from the employer

No one really 'knows' if that would be enough but that's the best you can do and that's what you need to tell the officer in a very convincing manner while simultaneously providing all the supporting documents at your disposal.
