This is correct. As a general rule, you need to provide a reference/verification letter from your employer (Direct Supervisor) indicating your status as a worker. The letter should have the following:
- Position
- Noc Code (if applicable; should be similar to your work permit if holding a closed work permit)
- Date of Hire
- Full Time / Part Time
- No. of Hours
- Salary
- Major Responsibilities (Role)
and it must be in a company letterhead with the contact information of the signatory.
If you are not able to provide it then you have satisfy the VO that you have tried all resources to get it but unable to.
You might also want to support your work experience, by providing the following but not guaranteed (at the end of the day, it is the VO's decision to accept or reject):
- Job Offer / Contract
- Pay Stubs / Pay Slips
- T4 and NOA
- Company ID
** anything that will satisfy the VO that you have the required 1 Year full time experience on NOC O, A or B.
I have read several threads of the same situation and it seems it is working.
I just do not understand why an employer would not provide a Reference Letter/Verification Letter.
