Hi All, is Employer letter mandatory for filing PR under Canadian experience class? If employer is not providing the letter, are there any alternatives? Please provide your suggestions.

It is a must. It is the single most important document of your application. No alternatives .

This is correct. As a general rule, you need to provide a reference/verification letter from your employer (Direct Supervisor) indicating your status as a worker. The letter should have the following:
- Position
- Noc Code (if applicable; should be similar to your work permit if holding a closed work permit)
- Date of Hire
- Full Time / Part Time
- No. of Hours
- Salary
- Major Responsibilities (Role)
and it must be in a company letterhead with the contact information of the signatory.

If you are not able to provide it then you have satisfy the VO that you have tried all resources to get it but unable to.
You might also want to support your work experience, by providing the following but not guaranteed (at the end of the day, it is the VO's decision to accept or reject):
- Job Offer / Contract
- Pay Stubs / Pay Slips
- T4 and NOA
- Company ID
** anything that will satisfy the VO that you have the required 1 Year full time experience on NOC O, A or B.

I have read several threads of the same situation and it seems it is working.
I just do not understand why an employer would not provide a Reference Letter/Verification Letter.

I hope that helps.

Thank you all for the response. That is very strange with my employer when it comes to this type of requests.
I have softcopy of my company's letter and Attorney's letter that was submitted to CIC last year when i landed in Canada on work permit.
That letter describes all of my responsibilities. It is almost 1 and half year old. Can i include that as a reference to my employer letter in addition to providing T4, paylips?

Can your direct boss give you a letter ? Or, at least, some other person in the company ? Some manager who was on top of you ?

Most IT companies do this , all major IT companies , specifically indian IT companies are doing these for ages to prevent their talented employess from getting better oppurtunities

As per the new checklist published in CIC website, #10 for Work experience in Canada says below points. There is a OR clause. Does it mean that experience letter(employer reference letter) is not mandatory? Please clarify.

• A copy of your most recent authorization to work in Canada
• Employer reference letters for all periods of qualifying work experience you identify in your application
• Copies of your T4 tax information slips and your NOA
OR
• A sufficient combination of other supporting documentation, which could include copies of a record or letter of employment from the employer in Canada, work contracts and paystubs for the periods of work experience you identify in your application
• ”

It actually states: "YOU MUST PROVIDE PROOF OF QUALIFYING WORK EXPERIENCE, INCLUDING":
- A copy of your most recent authorization to work in Canada (e.g. Work Permit or Visitor Record)
- Employer Reference Letter
- Copies of your T4 tax information and your NOA (CIC PREFERRED)
OR - combination of other supporting documentation (e.g. Letter of Employment, Work Contracts and Pay Stubs).

Thus, even in the OR option it still has the Letter of Employment or Work Contracts.
If you want to go that route that is your option but again it might delay the evaluation as they have to call your employer check about your position and other info.
