You claim you have lived here 2.5 years out of last 5. So as long as u satisfy the requirements for pr renewal, leave and apply for PRTD in your other country. Second option is wait till it comes to not risk. October got Secondary Review Email
11/12 / 2016 I sent urgent request because some really serious issue and I received email in same day confirm that my urgent request accept
I contact CIC by 20/12/2016 they informed me that my PR is under production and because of some to some Technical issue they could not printed by 19/12/2016 but it already approved and he asked me just to wait if you know my ticket was 11/12/2016
I called them by 23/12/2016 and I shocked from what they answer me they told me my PR still under review and it can take several months and no timeframe and if I wanna leave I simply Apply for Travel documents???!!
I am so confused and unbelievable after many 3 contacts with CIC during my urgent request they confirmed me that my PR under production and even they informed me it will printed soon and just yesterday they said it seem you still under review
I confused do I leave and put myself under the risk of travel document I almost spent 2.5 years during last five year here in Canada :-X

My understanding from various interactions at the Canadian border was that a lot of people are using this route to travel without PR card, as they didn't seem curious or surprised at all.
I have many of my clients based in Dubai, and travel was imminent and urgent. Called CIC and checked if this approach was fine, they didn't seem to object, all they said is that as long as you're not coming into Canada on commercial transport, you can enter with the landing doc (instead of a valid PR card).
I am not saying this is right or wrong, but I used this approach a few times and never faced an issue.

They just want to make sure that I am actually here and that I really have 1255 days of physical residency like I am claiming. This is a very simple step to do because all they need is the records of entry and exit from the country which they can have access to from CBSA quite fast.
