Email from CIC that PR card renewal needs secondary review

I have Very Strange case I applied for PR renew July2016
October got Secondary Review Email
11/12 / 2016 I sent urgent request because some really serious issue and I received email in same day confirm that my urgent request accept
I contact CIC by 20/12/2016 they informed me that my PR is under production and because of some to some Technical issue they could not printed by 19/12/2016 but it already approved and he asked me just to wait if you know my ticket was 11/12/2016
I called them by 23/12/2016 and I shocked from what they answer me they told me my PR still under review and it can take several months and no timeframe and if I wanna leave I simply Apply for Travel documents???!!
I am so confused and unbelievable after many 3 contacts with CIC during my urgent request they confirmed me that my PR under production and even they informed me it will printed soon and just yesterday they said it seem you still under review
I confused do I leave and put myself under the risk of travel document I almost spent 2.5 years during last five year here in Canada :-X

You claim you have lived here 2.5 years out of last 5. So as long as u satisfy the requirements for pr renewal, leave and apply for PRTD in your other country. Second option is wait till it comes to not risk. It depends what u want to do based on the seriousness ans importance of you leaving canada.

Applied for PR renewal for my spouse in October 2016. There was no acknowledgement by mail or email but after sometime in november e-cas updated to
1. we received your application on october 9,2016
2. we started processing your application on october 25,2016


Since there was no pr card delivered until dec 2nd week we raised a case specific enquiry which cic replied

We have verified your file and noticed that it was referred to the local office for further assessment, causing a delay in the processing of your application.

We added a note to your file to notify the responsible office of your request. However, in these cases, there is no urgent processing.


Even for the secondary review there is no mail or email

Here's my Timeline


1.We received your application on October 16, 2015.

2.We sent you receipt on February 18, 2016.

3.We started processing on February 18, 2016.

4.on March 2, 2016. Please consider delays in mail delivery before contacting us.

5.Your Permanent Resident card was sent by mail on December 20, 2016.

Received PR card in mail 28 december in toronto.

cic did not ask for any documents.

i didn't call or contact with cic.

during 5 years i was 780 days in Canada.

good luck all of you,

Just be patient and wait....

I carried all my documents (driving license, house lease, health card etc) to show if required at the Canadian border but was never asked for anything other than passport and landing doc. In most cases, I did not even need to inform them that I had flown in from Dubai same day.

My understanding from various interactions at the Canadian border was that a lot of people are using this route to travel without PR card, as they didn't seem curious or surprised at all.

I have many of my clients based in Dubai, and travel was imminent and urgent. Called CIC and checked if this approach was fine, they didn't seem to object, all they said is that as long as you're not coming into Canada on commercial transport, you can enter with the landing doc (instead of a valid PR card).

I am not saying this is right or wrong, but I used this approach a few times and never faced an issue.
Hi, Much appreciate for your detailed response. I am a new PR holder and living out of canada so far. Would appreciate if you can guide about documents needed for PR card renewal , would be helpful to plan keeping in view of possible showstoppers :)

Hello

I am new to this forum and wanted to share my timelines:

- Application received: July 5, 2016
- Acknowledge receipt: August 11, 2016
- Started processing: August 12, 2016
- Secondary review: September 12, 2016

I have been in Canada for around 1,255 days since I became a PR (within the last 5 years) and had frequent short trips to the US on business. I have 570 days outside of Canada since I did my landing (I landed and went back to my employment country to complete my work obligations before moving here permanently). Throughout this time I renewed my passport twice so the passport number in my PR renewal application is not the same that is on record but I don't think that this is an issue.

Strangely I sponsored both my parents and they have both been accepted as PR which means that there is no security or fraud issue on my account.

I suspect that they noticed that I travel frequently and they just want to make sure that I am really living in Canada and not just claiming to be (despite sending IRCC 4 tax reports proving that I am a full time employee in the country)

There are no criteria to be sent to secondary, IRCC can do so if they want to confirm that you have been living here and not just lying so it takes time to do all the reviews especially that I came to know that they have a huge backlog

Wow!!!. Secondary review after 1255 days in Canada. My renewal is due in mid- 2017 and I may have similar number of days. Wondering what exactly are they looking at.

Well, he also has 570 days outside of Canada since landing in 2011..

They just want to make sure that I am actually here and that I really have 1255 days of physical residency like I am claiming. This is a very simple step to do because all they need is the records of entry and exit from the country which they can have access to from CBSA quite fast. But there is a huge backlog and as such, things take forever since they are probably reviewing oldedr cases
