let's see if they asked for it. I have it anyway in English from the ministry of justice
 
I still think you should be on the safe side by sending the missing document now and attach a letter. That will save you a lot of time .

the point is it is not mentioned that I should send it anywhere in the application form and the application guide.

I think they leave such legal papers to the CIC stage

My concern is the eye check. I have a problem in one eye and its sight measurements is very low.
But the other eye is OK
Do you think they will consider it as a kind of disability?

no. even one eye complete blindness is not a disability, unless for driving

They test for the two main reasons: 1- To prove you do not pose a health threat to Canadian society, (epidimic, etc)
2- To make sure you will not post a burden on the Canadian health care system
The eye test is very primary to make sure you are not visibly disabled. No big issue about the sight. You usually get tested with glasses on.

If I have an old address and current address. Do I have to get 2 police checks from each area police station?
As you know in Egypt the police check is issued from the ministry of interior so it is valid theoretically for all areas of Egypt. The police station role is to take fingerprint and photo only. Right?
I found a room here called reasons of rejection .they talk about cases got rejected for this reason, however, the cases were in Pakistan and india because they do not have central data base like us

Any suggestions or pervious experience?

I don't think pcc from egypt is geography bound

Indian Police stations do not have access to archives for all India. Egypt has a centralized system.
I filled the PCC application with 2 addresses, mine in Canada, and mine in Egypt. They accepted that.

I have this bank statement but my bank refused to stamp on it
As usual they said
عمرنا مختمنا كشف حساب بنكى للفيزا
Any suggetions

If you read the instructions, Its only asking for bank accounts (Chequing, Savings, TFSA, RRSP)
You can print the statements, but your bank won't stamp them. I deal with TD and they stamped mine.
