The difference between PR and canadian citizenship is that PR have to wait for months to be able to legally stay / work in Canada. Yes lets say that to nearly 300,000 applicants who are in queue and close their citizenship application files, just like what was done in 2008 for PR applications. Not the end of the world ofcourse and the backlog will be clear instantly. True even the comatose person has something to look for, so no its not the end of the world.
People applying for citizenship, can still work at another job and still be able to enter Canada if per chance they were denied citizenship or want to apply for jobs overseas. It is not the end of the world if they can't or have to delay getting citizenship.
You are comparing apples and oranges here between applying for PR and citizenship.
I think the people awaiting PR to complete would be insulted by you comparing their suffering to the suffering of those awaiting citizenship.
