So..why people are so much worried...becoz..they might return the application even if they met 1095 days...cos it's going to be 1460 days..when they start processing..

I think people are worried about it if they submit it right at the cutoff and application get returned due to a missed form, documentation, signature. Once it is returned, they will fall under the new rule when they reapply. Thus have to wait another year, some longer if they include pre-PR days towards qualification.

No No No... If you submit with 1095 days and it reaches them on the last day of the 3/4 rule, you'll get processed according to the 3/4 rule, even if the 4/6 rule will be in effect when they start processing your application. This is why lots of people want to know the cutoff date, to determine if they will be eligible by then. Otherwise they have to wait two more years >:(
 
The 4 Year residence requirement wont be effective until july 1st, 2015.
however, now the processing time is within 6 months or less(mainly GTA), the actual extra time new applicants must wait is 6 month.

Where are you getting having to wait 2 more years. If they qualify at 3 years inside Canada since landing, under the old rule, they can apply next year when they get 4 years in. Not 2 years. Some may have to wait longer if they included their pre-PR days under the 3/4 year rule.

On a test day last week in Scarborough it was once again said that every application received by the last day of June , will be processed in the old rule.

That means once again that the first possible cut off date is July 1st, 2015

That's right. It depends. The earliest they can apply under 4/6 rule would be 1 year from the 3/4 rule. Some may have to wait longer if they used the pre-PR days in the calculations.

Sorry I came from a CEC background so I assume people worked a year or more before getting PR :P Not true for many people I guess.

The max difference the new rule brings is 2 years: 1 extra year in residence after PR, plus 1 extra year that could have counted with the old rule (from 2 pre-PR years).

Yes. The wait can be between 1 to 2 years longer under the 4/6 from 3/4 year transition.

According to you, it can be anywhere between July 1st to July 31st. Again all speculation.
