I worked for 2 months in India then my company sent me on deputation to South Africa. I am here since sept 2016. Those should go as 2 different work history or as 1 as countries are different?

Only 1 work exp. in work history.
Only the address history and travel history will have the respective entries of your dates in India and SA.
 
I have course by course WES USA evaluation for my Bachelors degree, Can i use this Evaluation for EE profile or i have ask for another evaluation from WES Canada

which NOC in human resource field will increase my chance for getting ITA? or if i make mistake, is there any chance CIC will recommend me another NOC which closely matches my job duties?

I am working in this area for last 3 three and my current job duties are as follows:

Look after Corporate Office (300 employees approx.) and UK Office HR (4 employees)
Staffing (30%)
• Assist in manpower plan & prepare/update organogram & job description.
• Coordinate recruitment process of the Group (prepare various aptitude tests, prepare & post job ads online/offline, communicating with candidates/job portals/other media, organize interviews, participate in/conduct initial interviews (face to face/ via phone), advice on recruitment to line & departmental managers etc.)
• Orient new employees and facilitate all formalities.
Performance appraisal, Salary & Other Benefits Issues (10%)
• Ensure timely evaluation of employee performance and handle employee confirmation/extension/termination accordingly.
• Handle employee promotion, increment, bonus, overtime, provident fund.
Disciplinary and Separation Issues (30%)
• Handle employee grievance, disciplinary and separation issues.
• Deal with final settlement of resigned/terminated/dismissed employees & complete all employee exit formalities.
Development (10%)
• Work with the team in developing/revising various HR policies & procedures. (Participated in formulation of internship, leave & maternity policy and in creation of HR communication materials e.g. an employee handbook and HR software user manual)
• Suggest on any improvement required in the HR system/processes when required.
• Design/draft HR related office memos, notice, forms & correspondences (appointment, transfer, promotion, warning, show cause, suspension, dismissal letter, enquiry notice, etc.)
• Try to be as efficient as possible in performing the duties.
Attendance and Leaves (5%)
• Monitor employee attendance, leaves, etc. on a regular basis and act accordingly.
• Lock attendance, prepare & forward attendance to Accounts department for salary.
• Handle employee transfer, maternity issues, etc.
Record Keeping & Reports (5%)
• Input/update HR info accurately into the system, maintain personnel files & database.
• Prepare/update various HR reports, documents, etc. when required.
Communication & Relationship Building (5%)
• Build relationship & provide support to employees at all levels within the organization.
Others (5%)
• Assist in company CSR activities & various other activities.

well you have to decide for yourself... just go through the NOC code list and decide which one suites you best...

and FYI - your NOC code does not play any role in getting high CRS scores or ITA... as long as skill level is 0, A or B

yes, a few of them have received it... however OINP site is struggling with heavy traffic so dont be too surprised if there are several delays.
