In your EE profile, you need to select Ontario as the province where you intend to reside.
That's the only thing. If you receive PT NOI from OINP, only then you are eligible to apply for OINP.

OINP

1. You have to have an EE profile and CRS of 400+
2. You must have selected Ontario or All provinces in the province that you will be living in.

OINP will notify you if you can apply under their PNP.

You can appy for Provincial Nomination through PNPs. It will give you additional 600 pts.
Job offer gives you 50 pts or 200 pts depending on your NOC.

you need to have more than 100% of required funds, otherwise your EE profile will become invalid
