-- WARNING --

Do NOT make any deduction from eCAS. The online tool does NOT work properly.
All users have different experiences, which proves CIC's official statement regarding eCAS : the application is NOT reliable just yet for some.

CIC's official website states the following :
"Please note that some applicants are currently experiencing technical difficulties with our e-Client Application Status online tool. We are working to resolve the issue as quickly as possible. In the meantime, you may refer to the processing times web page for an estimate of how long it may take to process your application. Thank you for your patience."

Kayden where is this warning posted? Can you link to the source? It could be a temporary technical difficulty to access the tool even though I've personally had no difficulties in accessing the tool ever. If you were referring that the ECAS status is itself questionable, then I have no words to say... :(

Clearly CIC and ECAS are out of sync. There is a glitch in the system or process or people who update them, that is causing its two fundamental systems (ECAS and myCIC) to show different statuses for such a long time. We may be personally glad about ECAS decision made status, but for all probability, it could very well be that our application really is just still in progress as myCIC says and ECAS was prematurely updated or ECAS is rightly done and MyCIC has not been updated yet. Either way a big disconnect. Have any of you specifically asked any of the CIC agent about this disconnect between ECAS and myCIC?

Hi esantos, I see from your signature that you got e-APR on 10th and APR on 13th Apr. The second one you received is that the mythical AOR letter that says “CIC has reviewed your application and determined that it meets the requirements of a complete application as described in section 10 and section 12.01 of the Immigration and Refugee Protection Regulations.” ? Can you confirm if the AOR you received on 13th Apr contains the above statement? If it did, then that is the official second AOR many of us have been dreaming about. Can you confirm? Thanks!

2nd AOR isn't nearly as mythical as you imagine it to be. http://www.cic.gc.ca/english/resources/tools/temp/work/prov/bridging.asp
Express Entry

In the Express Entry application process, a notice and a letter are sent to the applicant. Only the letter (Acknowledgment of Receipt) can be used to support a BOWP.

A notice (Electronic receipt of APR) is automatically issued to the applicants on receipt of their electronic application submission. This notice indicates the following: “Your application is being checked to determine whether it meets the requirements of a complete application pursuant to section 10 and section 12.01 of the Immigration and Refugee Protection Regulations.” This notice cannot be used to support a BOWP, as it does not reflect that the applicant has received a “positive eligibility assessment” as required for a BOWP.

A letter (Acknowledgement of Receipt) is issued to the applicants once their application has passed a completeness check. This letter indicates the following: “CIC has reviewed your application and determined that it meets the requirements of a complete application as described in section 10 and section 12.01 of the Immigration and Refugee Protection Regulations.” This is the official Acknowledgement of Receipt letter and it may be used to support a BOWP if all other requirements are met.

Hey autumnsummer71. No, by eAPR I mean my electronic application for PR was submitted on April 10. AOR (1st AOR) received on April 13. I never got the 2nd AOR stating that my application had been deemed complete.

10 April 2015 - eAPR - Electronic application for PR submitted
13 April 2015 - AOR - 1st AOR received stating that my application had been received and would be accessed for eligibility under the section 10 and 12.01

Dear Canada Visa,
Those two paragraphs on the BOWP eligibilitypage has been quoted many times by many people. And yet hardly anyone has confirmed and mentioned here in the forum that they received their second APR letter and it indeed mentions the phrases indicating CIC has deemed that the PR application is complete and met eligibility for the program they have applied for. And so yeah it is that elusive document for many. No point in defining it clearly in the CIC website but not sending it to candidates. Fact is that many have received their PPR and COPR without ever seeing that second APR. So it is the proverbial loch ness monster of Scotland for me.

When I called CIC, the agent said "For Express Entry, there is no AOR confirming your application is complete. An automated AOR then PPR". When I called again few days later, another agent said the same thing.

CIC may start or started issuing second AORs for Express Entry applicants, but most of people who already received PPR have never got their second AOR.

And yet when it comes to using AOR for BOWP application, the CIC agents are not unanimous. One lady told me not to use the first AOR and insisted on second AOR. Another guy told me to go with first AOR.

Yes, I believe this. Of course there is mention of this on the CIC website, but I don't know of anyone on this forum who has definitely got one. And there are many people who used the first AOR as a basis for a BOWP.

Very strange.
