I think I am in the same situation as you. When I told her its been over a month now since the decision made status, and could it be a system glitch because the application is really NOT in process to require more processing time, after all its only a matter of generating a PPR letter, for which she said as long as its within processing time they are not bound to send this letter immediately. When I asked her if she can at least send me the AOR letter (second AOR) so that I can go ahead and apply for BOWP, she said she will arrange to send it via email. (Not sure why a different CIC agent I spoke 10 days ago couldn't do that for me.) As one last shot, I asked just as she arranges to send the second AOR letter, can she also "mark or promote" somewhere in the PR application to "remind" the VO to send me the approval letter, for which she said nope... because its still within the processing time, she will not do that Anyways I'm a little bit relieved when she said its "approved"
I'll update when I receive this second AOR.
