Here's another question: does dual citizenship on the part of the sponsored party represent any sort of hindrance to the application process? If someone is applying from a country where he or she is currently based but is also a citizen of the US, for example? More junk for them to check? Would you expect this to slow down the process?

No, it does not matter where you have citizenship. You can opt to have your application processed in a country where you are a citizen or even in a country where you are living but not a citizen if you are there for example on a student visa or a work permit. You just need police clearances from all countries you've lived in for 6 or more months since you turned 18.

you would think it would take twice as long because double the trouble, so to speak, more stuff for them to go through as they gather intel on you.

That's why they make you do the work to get the police clearances. Being a citizen of two countries isn't really any more complicated than having just lived in two countries.
