I submitted my app after I applied for FBI check but didn't have it back yet.
I included a note saying I would mail it later, as soon as I had an application number from CIC I mailed it to them with a note again. They know the check takes a long time!

Awesome! Thanks! And congrats on your landed status! I'll post here as I compete the application for PR and post if I have any more questions. Do you have any pointers for specific part of the application? To make the process smoother?

Please pardon my ignorance if there's a perfectly obvious explanation, just genuinely curious as I am sort of considering this for the future: if one stays in Canada as a visitor and extends for so many times, what exactly does/can he/she do there, when he/she can't legally work?

pretty much nothing, except be a visitor. you can't work for a canadian company/customer. you CAN work remotely for non-canadian employers. you can also take classes that are less than 6 mo and do not provide credit towards a full time program. Also, in some provinces, a visitor who is married to a canadian citizen can be exempt from paying international fees for classes. i know this is true for ontario. not sure of other provinces.

technically it should, however in reality it's not the case. for the most part, CBSA will honor the VR and allow you in for that amount of time without issue. If you get an officer in a bad mood or wanting to prove a point, they *may* not honor that. I've never really heard of that happening, so I think you're safe as long as you bring your VR with you, and i would recommend always carrying proof of your application (even if you are still working on it) and pay at least 1 fee so you have a receipt to show them. There are many people who cross with VR's and never have an issue.

Did you get a 1 year VR or 1 year visitor status extension?
On my visitor extension I got hassled once when crossing for shopping, but once I got an actual VR I never got hassled and crossed all the time (sometimes a few times a week) to shop or see friends. I live near Windsor ON and the CBSA agents actual rather give US citizens with a PR app in process a VR. When I got the VR they even encouraged me to say I live here when crossing. I just couldn't work or study.

You can volunteer. I have been volunteering at a long term care home for over a year while being here in Canada.

I'm waiting for the paperwork to be delivered officially, but the document that was uploaded online says 'PERMIT - VR' for 1 year. In addition the intro to the letter says "your application to remain in Canada as a temporary resident has been approved. A secure document has been mailed to the address that you provided when you made your application."

That's only for inland applicants and you have to send the OWP with the PR application. If you're applying outland you cannot get a work permit through a PR application.

Thanks for the advice! I did apply for PR outland. But I am currently here in Canada on a temporary resident VISA. Based on the eligibility guidelines here: http://www.cic.gc.ca/english/work/apply-who-eligible.asp it seems those who are in Canada on such a VISA can apply for a work permit. Or does my active outland PR application negate that?

The link that you provided shows this:

You can only apply for a work permit from inside Canada if you:

are currently in Canada and have a valid study or work permit, or your spouse or parents have a study or work permit,
have graduated from a program at a
Canadian university,
community college,
CÉGEP,
publicly funded trade/technical school, or
other eligible school.
have a temporary resident permit that is valid for six months or more, or
are in Canada because you have already applied for permanent residence from inside Canada (you will have to pass certain stages in the main application process to be eligible for a work permit).

Oh, I see. That's exactly the line I was referring to. If TRP <> TRV, then it's clear this isn't an option. Appreciate it!
