Does sponsor also need to complete form 5669?

Hi,

I am sponsoring my common-law partner to move to Canada and I was under the impression that only the principal applicant needs to complete form 5669 (background/declaration) but now I see that it is also in the sponsor document checklist (although it is a bit clear about who needs to complete it). Also, the guide says it needs to also be completed by the principle applicant's common-law partner but even is this so even if the sponsor is the common-law partner?

Who must fill out this application form?
This form must be completed by:

you, the principal applicant;
your spouse or common-law partner (whether accompanying you to Canada or not), and
your dependent children aged 18 years or older (whether accompanying you to Canada or not).

if you read throught this for every question and form also makes it a bit clearer. You would fill it out if you were not Canadian and also being sponsored to come here.
