Not excusing the inadequacies of the "Canadian System", but one has to acknowledge the great strides that have been made over the years to ensure IMGs in Canada continue in their line of profession. Few years ago, it was alot tougher. It benefits everyone, the government, the individual and the communities when there are trained & competent doctors in the system. Hence, I do not see why one would think Canada just wants medical professionals for "population reasons" (whatever that means). It's true that just like any risk in life, some immigrants willl be worse off, while some will do alot better....that's why under the skilled worker program, there's the "Adaptability" factor. You have to know how/when to adapt to your new environment.
With regards IMGs in Canada, it's a shame because there are only a few medical institutions compared to the US, hence there can only be so many intakes per year. Most provinces have come up with alternate programs which have also helped tackle the issue, but the problem still persists. However, there are lots of ideas and programs in the pipeline to help IMGs immigrate, settle and practice in their field because there's definitely a shortage of trained doctors, and that's a fact!
