I have applied for PCC. its waiting time is over 6 weeks. . can i have LOE and submit the inland PR application. later on i will submit the PcC though webform. is that ok to submit like this.

PCC is a required document so you risk to get your application returned. I would recommend to submit the whole package at once. I believe that AOR time is pretty short nowadays, so you won't gain much.
Agree with @ERCAN. IRCC suggests sending an LOE when there is a required document you have not attached. I think, in such case, the IRCC expects you to provide reasons for not being able to get the document. I do not think the IRCC expects you the write, saying that you don't want to wait for the document.
