Oh really! I did not even know that, Joseph provide me this information about him and i am trying to help him, but now it seems complicated for me.
There is no divorce in the Philippines. I know because I am from there and am actually still legally married to someone there because divorce is not an option and annulment is too costly and too long. In fact, I plan to divorce only once I get my citizenship here so that the Philippines will recognize it. For some insane reason, only a foreign citizen’s divorce will be accepted there.

I don’t know who Joseph is to you but he can never sponsor his 19 year old, as others have already said. There is no H&C grounds for her. She has zero degree of attachment to Canada. She has not contributed to the Canadian economy and community in any way. Maybe her father can try and get her here on a student visa but be ready for IRCC to uncover their lies.

The moment she attempts to apply for a visa in Canada, she is required to declare any family in Canada. She has two options: either she lies and says she has none, or she doesn't like and exposes Joseph's misrepresentations. Will that be an issue? Maybe not, but it's not the situation I would want to be in.

And @Harman07, if you're helping out a friend, make sure you're not acting as a consultant without being certified, if you're in Canada. Most consultants would know that the Philippines do not allow divorce, as it's one of the biggest issues for conjugal partnerships coming out of the Philippines where second relationships after a first marriage breaks down need to be recognized in some way.

Hi All,

Can anybody help me this :

Joseph from Philippine came to Canada in 2011,At that time he had ex-wife and one daughter in Philippine, and his wife had full custody of their daughter. When he made an application he did not mention any of his family member. He got married again in Canada and living with his wife. Now his daughter turn 19 , and she contact Joseph and told him she want to come Canada and want to live with his father and step mother.

Is Joseph able to sponsor her as a dependent child or not? If yes then what kind of documents they need to show from both ends?
I would look into the immigration act the year he came to Canada. Before u didn't have to name all your family on your application. It is worth a shot. Honesty is always the best way. He can try to apply and worse case she gets denied. Best of luck.

He can try and apply and worse case she gets denied and his PR is revoked for misrepresentation
