01. If what you interpret is right than why would they send 6000 PT ?
When they send 6000 PT it means they expect 5500 (nominations with 10 percent rejections)
( if they guessed 3 applicants/file they would issue maximum 2000 PT NOI and issuing 6000 cannot be a mistake)
02. IF we consider they are not able to express everything in words there is something between the lines. I would read the above as under

03. 5500 is nominations. They give 600 points for each nominations. OINP has no right to calculate number of applicants. They just have to issue nomination based on number of applications and give 600 points. After the ITA they are further divided into number of applicants because the cap of 300000 is only for IRCC and no one else has anything to do with numbers. In short OINP only gives 600 points to 5500 applications received and their job is done.
04. the province has already received the sufficient number of OINP applications to meet its 2016 federal allocation.
This means they consider number of applications as number of nominations
I strongly believe 5500 is the number of nominations and not applicants or PR because OINP has nothing to do with number of applicants or PR. They always
use the word nomination for each application.
05/ Looking to other provinces and comparing, NB was given additional quota of 150 and they accepted 150 more applications. All the province consider each application as nomination and dont go by number of applicants. Same is the case with susketchwen and other provinces including Qubec. When they accept 1500 applications it means all will get PR not considering the number pf applicants.
