As you can see that their target for 2016 is around 1,06,200 Immigrant and Till now they have issued ITA's issued only to 23,902 so that means they still have to issue 77-79000 ITA's for the year 2016 and since only 2 month's left for 2016 so do you think that coming draw's will be very huge beyond our imagination and CRS will go down below 400 as well ? Or these were just the number published as a process ?

As per CIC's Processing time Tool below is the time to process your Paper Based Applications for Federal Skilled Workermaged_mmh said:you need to factor in the paper based applications too, not just EE draws.
SK for example are very active and aggressively processing lots of OID applications/nominations which do not show anywhere in the ITA nor the draws
