The Checklist is kinda like the cover sheet, u would check off all documents in the package and following the checklist order.
As above, I wanted a list in addition to the checklist that noted each specific document, also so that where needed I could refer to - where there were letters of explanation - each document individually.
Wouldn't be necessary for applications that are more simple or with only the 'prescribed' documents, but made sense for our case. As I said, also helped me organise our file and check that nothing had been forgotten.
