I think there are exceptions here and many of us are more often withdraw and deposit the funds very often.
I think you can pull your funds and return them back when it is demanded from the authorities
Of course people do pull out funds all the time.
But Visa offices can ask for you to prove the funds anytime during the application process.
It is totally at their discretion. By talking about emergencies, you are talking of specifics when the discussion is generic.
Technically speaking, you have to prove that you have sufficient funds to support your initial struggles in Canada.
And you should be able to prove it whenever the VO asks you to do so. All throughout the application process.
So generally, it is a good idea to maintain it throughout.
On the other hand, there may be instances, like you highlighted, when you take out money and put it back. It is perfectly alright, but you should be able to explain your situation if you are asked by the Visa officer.
