Yes, you need to keep the funds.

You need to carry the funds to Canada

Technically, you are supposed to keep these funds throughout the application process.
Then take with you when you go to Canada. Once you are there, you are expected to utilize these funds to support your expenses for first few months while you search for work.

nowhere it says you should manintain funds in your account until the application is processed. Imagine a situation of emergency where you are forced to pull out all your funds in one day and you return back after 3 days in your account . Would you disqualify from going to canada?
I think there are exceptions here and many of us are more often withdraw and deposit the funds very often.
I think you can pull your funds and return them back when it is demanded from the authorities

Of course people do pull out funds all the time.
But Visa offices can ask for you to prove the funds anytime during the application process.
It is totally at their discretion. By talking about emergencies, you are talking of specifics when the discussion is generic.

Technically speaking, you have to prove that you have sufficient funds to support your initial struggles in Canada.
And you should be able to prove it whenever the VO asks you to do so. All throughout the application process.
So generally, it is a good idea to maintain it throughout.

On the other hand, there may be instances, like you highlighted, when you take out money and put it back. It is perfectly alright, but you should be able to explain your situation if you are asked by the Visa officer.
