As no body knows when overall cap of 25k has reached ... or till any agent gives some realistic info with clarity on cap... all can have hope ...
May be cap wud have reached for last application received by CIC at 5.00 pm on 31st Dec, 14

Lets make a scenario, what i get of all this is what if CIC has gone through all app completeness checks and kept aside the completed apps, added to the global or subcap and returned those incomplete apps/less points/mismatch JD apps by giving all of them the same reason that the cap is filled. This might be because they dont want to delay the fsw2014 anymore and want to wrap it up by doing all the reviews(completeness check, points calc, JD match) at once so that they dont refund it if app fails to qualify at later stage.

I just called CIC right now and asked for the overall cap. And he said YES, THE OVERALL CAP HAD REACHED, SORRY ABOUT THAT!!

What?! Can't believe in it!!!

I have just called cic, one french lady answered, she said we have returned your file on 6th march..she told me reason was... i didnt submit pcc from canada as u studied in canada... hell...i nvr been to canada,,, what she was talking about... i could not get.. wen i answered that i hve nvr been in canada.. she replied this is only info she can see on screen and she cut phone...

wat should i do now?

First of all I was very proud to be a member of this forum where I got lots of help & support in my 1st FSW journey. But today when I'm feeling ashamed as when a forumate needs the most support our fellow members are calling them liar.may be some of us are just unlucky. But thanks mate may be you don't agree with our say but you shouldn't lose respect for yourself. Because I said what I heard from CIC agent not only once twice.

End of Story, Application returned on 6th March, the agent doesn't know the reason.

Are they joking? their answers have no consistency. Asking Canadian police clearance for a person who has never been to Canada, sounds outageous.

He didn't know when the cap reached.

Maybe if some applicants didn't pass in the Positive Elegibility Review, they charge othes applicants to replace the vacancy! But it is just my thoughts.

So I guess for NOC 2172 , CIC might have issued all 1000 PERs before they started to return the Apps.

Another question, is a file number was given, does it mean application is already within the overall cap?

Well you can be rejected for PR until you get PR. There are many steps from application to PR.

For you second question: yes if u have file number, you are already in cap.

It just only show how incompetent their systems and agents are!

Thanks a lot, i am 29/12 applicant, the agent gave me my file number like a week ago, but my dd is not encashed yet.. Is this normal?
