Based on reasoning, I do not doubt ceelogreen's statement. I had, in an earlier post, remarked about 500 apps per Sub-NOC but it seemed not to have been accepted by some on the forum. As analysed by ceelogreen, I believe that all the applications were sorted out per Sub-NOC, opened and analysed. As is expected of those requiring quality workforce, the applications will be ranked (i.e. some sort of application profiling) and the number of applications required to fill the cap will be selected. This may account for the reason some later date applications formed part of the cap while some earlier dated applications were returned.
With respect to the expected 1,000 applications per NOC, this will probably be to leave some room for incomplete applications or applications that do not meet the minimum 67 points.
On the bright side, it is not yet game over for some 29-31 Dec applicants as a friend of mine whose application receipt date was 30 Dec (NOC 1114) was charged on Saturday.
