1) How come a person who is working in some reputable organization may able to get signed JD for two different kind of jobs? I don't think so that any sense able employer will sign two different JDs in just one to two months time.
2) Those who have already applied, how they managed to get second IELTS report? British council do not provide second IELTS report to any candidate.
3) CIC is so sluggish that they cannot keep track of a person who is applying with different NOCs with different JD letters? NOC 2172 has no match with NOC 2171 or 2173 the duties are totally different in nature.

I should be able to help you answer your queries. Yes I agree with you. It was flooded by those people from 2171,2173 and 2174. Yes there were people that changed their minds after the last update on December 16th when these three caps were filled.
To answer your questions.If you have good understanding with your supervisor he can signed off your Job description. Afterall HR does not know what you really do. You have to understand one thing here. People are smart. You might have program and build web & software app in the past(2173/2174), Work on databases as an administrators/Analyst(2172), And have a Job designation as a Information Consultant(2171).
(2) You can request an additional IELT result from British council. The only thing here is that British council will not send it to the you but will send it to the organization e.g CIC that you requested it for. Under no obligation will CIC give that copy to you even if your application is returned. As it is for them.
(3) Answered it in my reply 1, they are not sluggish, they threat the application on their own merit.
By the way you can also request ECA to be sent directly to CIC also.
Try to be hopeful, as there is nothing you can do but wait. The worse case scenario is not the returning of the application if its filled but the time one can spend putting another app for Express Entry.
