Okay ... Is this the right time to call ? I mean their working hours are from 8:00 am - 4:30 pm ... so this is according to which time ? Halifax or Toronto or ... where are they located ?

Man.... there was some lady , and she is not telling .. however, my application reached on the same days as yours ... she asked only two things ... first she asked me that i applied under which category and when did my application reached .. so i told her ... and then she was like ... sorry , its too early ... we can't disclose right now ... until or unless its like more than 8-9 weeks etc ... strange :/ ... any other advice man ?? :/

date is same as yours and noc 2241

Ok, there are some people who are cooperative and some who are not. I think you got the other uncooperative part, so, wait a little bit and recall again maybe this time you will find the nice lady on the end of the line and she will help you with the UCI.

There is no point in calling CIC. please have some patience friends. CIC will resume charging all NOC very soon.

That was me who reported earlier for File being return... But in call 2 and call 3 with CIC.. they told they donot have status of my application.. it might not be opened as of now.. need to wait for months time... So.. not sure abt the CAP..

I am 16 Dec applicant with same NOC (2172). I called CIC today, she said my file has not been opened yet. She did not give me any clue of CAP.

Did you try asking specifically about the CAP?
Or alternatively, some insights into how they decide when to open applications? which might help explain why 2172 is on hold...
