I withdrew my application, as I'v already another FSW application.

The ridiculous part is that they had not added any line implying that the processing has started! And according to this fact, I assumed that it should be refundable.
However, they emailed me 1.5 months after my withdrawal request, mentioned that the file is closed now, and stated that "since processing has started on your application before the time we started assessing your request, it won't be refunded".

And the day after this email, they have added a line to my ECAS stating that "processing started on 23 May 2013", followed by the next line as "the application was withdrawn on 23 May 2013".

Funny huh?
No refund can be expected this way, because they easily add that line with their desired date, and no claim can be possible then! :-X

anyway, I had not counted on that money!

Yes, there is no way that they would have started working on December applications yet. There are still few May, June and July applicants left.

Amazing - the way CIC is ready to grab money out of your pocket!

I wouldn't say that, nothing is set in stone. Remember there are humans working here, not just computers. Also you never know it may be a mistake. Never jump to conclusions when you don't know what happened.

Oooopss..We've got a CIC-sympathizer here!

1- We know its humans working in CIC - that's why some of us, including me, want CIC not to act like 'imperfect beings', not work behind closed doors, be more transparent and NOT send us standard replies. Ask this from April/May applicants who still haven't received their MRs - while sep, oct applicants have.

2 - If you read CECapplicant's post above- the person clearly said that INprocessing date was put in his ECAS 1.5 months after his email for refund - NOT BEFORE!! So its an intended deliberate action...but its ok if you want to call that 'a mistake'.

But of course, yea you are right kushari. Nothing is written on stone. When CIC has to take the money they can take it early. When you ask them to work on your case - they will tell you not to even ask before 13 months - otherwise it will delay your application.

Sorry CECapplicant - some people here wanna play CIC-buddy role......till they get whipped by CIC.

CIC has made sure that they will only have to refund a small percentage of fees. According to OP25A, "processing start with the initial assessment of the application." I take that to mean the check that happens at CIO Sydney. So basically, you have to withdraw in the first couple of weeks after sending your application to get your fees back.
 
There is no need to dispute on this.
I have been checking my ECAS every day even during the weekends.

The day I received the withdrawal approval email, still the ECAS showed only "we have received your application on 5 December 2012".

The 2nd and third line appeared the next day, which means that I can not claim that processing had not started! (Though it has not indeed started for me or anyone else from December applicants) ::)

Well, it seems that any withdrawal shall be at the very first weeks, while I made my request 3 months after I got file number.

Anyway, I hope everyone get their Visa very soon ;) We need to be patient though.

Nope I'm not a sympathizer for anyone. I'm just saying you don't know the details of what happened, so don't act like you do. You can only speculate.

you cannot update your profile until you participate in 10 or 25 posts in this forum.. I dont remember exact number.

Congratulations. If your baby is born in Canada, she is a citizen and you dont need to add her in any forms or pay fee's. You might need to send an updated family information form along with birth certificate and or passport copies to CPP-O.
