You can't get information from CIC in Canada once your file has been transferred to Mexico (in your case), but as long as you are still in stage 1 - sponsorship approval - you should be able to know where your file is. Hopefully it is approved for stage 1, and in Mexico already, but you didn't get the email/letter from CIC informing you about it. But definitely - for stage 1, over the phone CIC should be able to tell you something. If you get them on the line, ask for your UCI and file number, so you can log into ecas and follow what is going on for stage 2.
Thinking about it - you might already be able to log into ecas with the UCI, as it's a unique number that is assigned to you, and you have it from your previous application. Did you try that? you could use UCI from sponsor (you) + your information (last name, no first name, no initial).
There is in another thread the number you can call from outside of Canada - I haven't tried it myself, but I'll go look for it and come back to you so you can try CIC.
MP is more useful for stage 2 if your file has been in Mexico for longer than the normal processing time posted on their website.
