Quota system is there from a very long time and evey visa office can issue a certain number of visas every year and now its an end of the year so many visa offices have already issued the visa which they are allowed per year so thats why they are writing letters to applicants. its only now that they have changed the quota to per NOC rather than each individual office, so uptil end of this year visa offices still have to follow there quota for the year and from next year it will be 1000 CAP for each NOC.

Its per year regardless of NoC but from next year it will be per noc because of the new rules.
2. Suppose if someone has done medicals in March-2010 & not been issued visa yet & if gets his/her visa in Jan or Feb 2011, then how much validity will his/her visa has? I mean will visa have validity of one year from date of medical request or since it is issued after almost 10 months of medical request, VO would give extended visa validity.
If medical is done in march n visa is issued in feb then visa is valid for 1 month only and visa office will not extend it as medical is valid for 1yr only

But checking out the statement, it says we do no anticipate no that they would not sent the request, so it is still possible to get the request before January.
