I don't think they all took holidays. No one knows for sure why it was so quiet last summer but it coincided with the worsening situation in Syria, which likely resulted in more refugee cases to process and more Canadians needing help from the embassy and summer holidays so less staff. All of these factors played a role in why we did not see PPR last summer. Turkey will likely be different this summer. The thing about this process is how unpredictable it is. We really don't know what will happen.
