They will try for a 3rd and final time. Speak with ur bank and find the reason for declining the transaction asap!

No, CIC did not contact the original poster. I think he knew his the payment was declined because some credit card providers make this possible, through an online banking application, or through sending an SMS. It totally depends on the bank that issued that your credit card .
