That makes sense. An article came to light that officers only receive 3 days training before processing cases and also they admitted that if one spouse/partner looks 'hotter' ( I believe that was the word used) than the other,they tend not to believe that the relationship is genuine. No joke. Most of it I think is really arbitrary and more based one person's opinion rather a set formula or even a guideline. Which is not right in some respects.

Thanks everyone. I think I will pursue the notes (after I am landed, providing all this goes to plan). Even if I was going to be denied, 19 months when others are looking at 4-9 months is just crazy.

Should there not be someone who can oversee these officers and just rubber stamp or withdraw an unreasonable request if there's not much to go on?

There may be, but waiting for the application to go through the supervisor's queue in addition to the agent's queue would add more time.

I know for a fact that a few people who sent in applications around then were accidentally filed in the inland pile ( I never got my notes) so that's my guess why the long wait times.

I got filed in the inland queue which is why it took 3 months to get SA.

Discouraging news here; the call centre has said that that nothing has yet been mailed from my DM.

Thanks Majromax for the feedback msg. What could be the delay now?! Maybe some staff members are on summer holidays now. The wait is killing me! :'(
But let's hope the mail will go out this week.

Maybe they lost the glue stick.

Still, "not mailed yet" is better(?, okay, not worse) for me than "yeah, we mailed it on June 29, you haven't gotten it yet?" At least then I don't have to worry yet about things being lost in the mail.

I just called the call centre and they sent out paperwork today. She said congrats you were authorized for permanent residency! Woohoo! Thank you all for the bit of outlet of pent up frustration. I'll update on the rest of the process as it goes.

I just want to add in, I also got accidentally filed as inland during SA. That, and me not sending my CSQ right away has, I believe, delayed my application.

Oh well, I am going to the post now to mail them this information. I think they might ask you for the same information soon.

Super congratulations! I'm sure that your limbo was particularly stressful given the documentation request, and I'm glad to hear that it's all worked out.

Well, if they're going to do it I wish they'd go ahead and do so already. I wonder what causes some applications to need re-photos whereas others can go by with those submitted as part of the application process. This appendix B is the height/eye-colour information?

I had the same request back when I was getting approved, and I thought that happens only if they move your file from one office to another (like mine, from Vienna to Ottawa), or for non visa exempt persons. Weird. In mine actually they didn't even ask for appendix B, they just asked for pictures and height and eye color, which I wrote on a piece of paper and attached, LOL.

However, I do remember that they waited until the last day of those 30 to send me my CoPR, although I sent everything by xpresspost, so they had it within two days. Sorry to disappoint you, but it may easily happen to you, too, since when they give a time limit with document request, they usually wait until the end of that time

Non-visa exempt persons get a full passport request. I suppose they want to ask for renewed photos if they think that one's appearance or statistics may have materially changed, such as for kids? But for an "ordinary" application, I don't know why they'd need it.

In the meantime, I'll go with the working theory that an intern couldn't properly use the glue stick and messed up the face of the photo.

Fingers crossed, I suppose. This entire process has confirmed my suspicion that I am not a very calm or serene person. I don't even have much legitimate ground to gripe, since I am in Canada on valid temporary (working) status for the next nearly-2-months.
